The Ebro River gained importance when Hasdrubal was representing Carthage in Spain because he gave his pledge to some Roman envoys that he would stay SOUTH of the Ebro River. Hannibal's decimation of Saguntum and crossing of the Ebro River was almost a direct declaration of war but since Rome didn't know where Hannibal was till Publius Scipio heard about him crossing the Rhone, the Ebro River's role as boundary became irrelevant.
